July 30, 2025 Today, Governor Newsom signed Assemblyman Tangipa’s bill, AB 377, calling for a comprehensive budget and spending plan for the Merced-to-Bakersfield segment of the High Speed Rail. Assemblyman Tangipa issued the following statement: “After years of mismanagement, delays, and ballooning costs, it’s no surprise that the High Speed Rail has become a nationally recognized failure. After 15 years without a legal funding plan, AB 377 will finally put an end to the endless spending. Republicans have consistently pushed for real accountability, and it’s clear the decision to sign AB 377 was a political necessity. WEST NILE VIRUS FOUND IN MOSQUITOES TRAPPED IN INYO COUNTY
The Owens Valley Mosquito Abatement Program (OVMAP) confirmed today that a single mosquito sample trapped yesterday 7/29/2025 tested positive for West Nile virus. This is the first occurrence of West Nile virus in Inyo County since 2023. Prior to that, West Nile virus had been detected in the Owens Valley several years since first being discovered in our area in 2004. During that time, four human infections were reported, and 3 horses died after being infected with West Nile virus. RANCHO CORDOVA, CA – August is Child Support Awareness Month, recognized in California and nationwide. This year, it’s important to acknowledge the positive changes and modernization under the Newsom administration and across the country: in the last five years there has been more legislative action improving the child support program than in the past five decades. Child support services remain free for paying parents and the annual fee for recipients is a fraction of what they receive and never more than $35. The calculations to determine child support amounts have been revised for the first time in 60 years, creating more reasonable orders that parents can pay. Howdy, Bishop! The City Council meeting on July 28, 2025 (6:15–9:20 p.m.-ish, City Council Chambers) was a long haul, but Bishop’s spirit shone bright. As a new Sierra Wave writer, I was thrilled to sport my press pass, but I took it off to speak as a resident during public comment, keeping it professional. The turnout was huge, with public comment running until 7:20 p.m.-ish, catching the council off guard but attentive. Their ears were open, and Bishop’s voice was loud. The A-frame at 690 N. Main St. stole the show. Public comment was electric: The Guachenos showed up with stickers in support of the Chamber Building. Jennifer Beaudean, a local business owner, hailed the A-frame’s tourism boost. Jerry Core, another business owner, slammed the council’s poor timing, serving the Chamber with an eviction notice just before Mule Days. July 24, 2025 UC White Mountain Research Center (WMRC) will be cohosting an opening reception for its “Art in Nature” art auction on Thursday, August 7th from 6:00 p.m. to 8:00 p.m. at the Inyo Arts Council (IAC) gallery at 150 Willow Street in Bishop. This preview will showcase donated art to be auctioned off at WMRC’s Owens Valley Station Open House on Sunday, October 19th, 2025. This event is part of the center’s 75th anniversary programming. The “Art in Nature” preview show will run at IAC from August 7th through the 27th. The WMRC is a multi-disciplinary, system-wide, research unit of the University of California Natural Reserve System and is currently managed by UCLA. Mammoth Lakes, CA, JULY 26, 2025 – The Forest Fire Lookout Association has partnered with the Inyo National Forest to re-activate the Bald Mountain Fire Lookout and to staff it with volunteers to provide early fire detection on the Mono Lake Ranger District. The FFLA is seeking volunteers age 18 and over to assist at the lookout this season and in future fire seasons. Volunteers will be trained by experienced lookout staff to detect and report wildfire smoke, assist in
locating fires, and serve as docents to provide public information on the mountaintop. Volunteers who join the program are expected to work the equivalent of one 9:30 am to 6:00 pm shift per month during the June-October season. ShiSs may be broken into 4-hour segments if enough people apply. Howdy Editor, The City of Bishop’s plan to evict our Chamber of Commerce from its iconic A-frame at 690 N. Main St. by October 30, 2025, threatens our tourism economy—Mule Days, visitor services, and local businesses could take a big hit. The city claims the A-frame’s unsafe, which might be true, but that doesn’t change that Tawni Thomson emailed me, “I recently offered Chamber funds to repair the A-frame, but Deston Dishion and Jose Garcia refused, saying it’s ‘not up for discussion.’” Why not donate the A-frame to the Chamber for self-funded repairs, especially since builders I’ve consulted say it’s fixable? I have reached out to the city with a Public Records Act request for an engineering report, but have not been sent one so far. I reached out to Mayor Karen Kong, she told me, “We get various requests from local residents for a recreation center at the park, and that is the only parcel where such a structure could go,” believing the city owns it.
