Rep. Kiley Urges House Leadership to Advance Bipartisan Bill to Prevent Illegal Biolabs and Strengthen Biosecurity


WASHINGTON, D.C. – Congressman Kevin Kiley (R-CA) is calling on House leadership and the House Committee on Energy and Commerce to immediately hold a hearing and markup on the Preventing Illegal Laboratories and Protecting Public Health Act of 2025, bipartisan legislation aimed at closing dangerous biosecurity gaps exposed by recent discoveries of illegal laboratories.

Reps. Kiley, Jim Costa (D-CA), David Valadao (R-CA), Vince Fong (R-CA), Susie Lee (D-NV), and Dina Titus (D-NV) sent a letter to Speaker Mike Johnson, Minority Leader Hakeem Jeffries, Energy and Commerce Chairman Brett Guthrie, and Ranking Member Frank Pallone, urging swift action to protect public health and ensure stronger federal oversight of illegal biological labs.

“The recently discovered bio labs operating in our country propose a serious safety risk to communities and a serious national security risk,” said Rep. Kiley. “Congress has an opportunity and a responsibility to close these gaps before another community is put at risk.”

The legislation was developed in direct response to the illegal, CCP-linked laboratory discovered in Reedley, California. The FBI believes the Las Vegas lab may be linked to the one in Reedley. The incidents revealed significant gaps in oversight, coordination, and federal visibility.

A bipartisan investigation by the House Select Committee on the Chinese Communist Party documented serious concerns raised by the Reedley case, including weaknesses that allow dangerous biological activity to operate under the radar.

The legislation would strengthen federal oversight of highly pathogenic agents and high-containment laboratories to protect Americans from public health and national security threats.
