Recommended Action: Declare elected those persons for each election under the County's jurisdiction, and declare the results of each election under its jurisdiction as to each contest voted on at the election, based on the certified results as required by law and as specified in the Statement of All Votes Cast for the Presidential Primary Election held on June 2, 2026.

12) Standing Resolution for Consolidation of Elections - Revised Clerk-Recorder | Danielle Sexton


Recommended Action: Approve Resolution No. 2026-25 titled, "A Resolution of the Board of Supervisors of the County of Inyo, State of California, Approving the Consolidation of Certain City and District Governing Body Elections with the Statewide General Election and Approving the Provision of Related Services by the Inyo County Registrar of Voters/Elections Official and Superseding and Replacing Resolution R2026-03," and authorize the Chairperson to sign.

13) Resolution to Accept Increase in Inyo County's Permanent Local Housing Allocation (PLHA) County Administrator | Rebecca Graves


Recommended Action: Approve Resolution No. 2026-26 titled, “Authorizing Resolution of County of Inyo Authorizing the Application and Adopting the PLHA Plan for the Permanent Local Housing Allocation Program," and authorize the Chairperson to sign.


14) Approval of Amendments to Deputy Coroner Contracts County Administrator | Denelle Carrington


Recommended Action: A) Approve and authorize the Chairperson to sign Amendment No. 2 to the contract between the County of Inyo and Cassidy Lynn Johnston, for Personal Services as a County Officer, amending the end date of the contract from June 30, 2026 to June 30, 2028 and increasing the contract amount by $50,000, for a total contract amount not to exceed $142,000, contingent upon the Board's approval of future budgets; and B) Approve and authorize the Chairperson to sign Amendment No. 1 to the contract between the County of Inyo and Floyd Wesley Anderson III, for Personal Services as a County Officer, amending the end date of the contract from June 30, 2026 to June 30, 2028 and increasing the contract amount by $50,000, for a total contract amount not to exceed $100,000, contingent upon the Board's approval of future budgets.


15) Contract between Inyo County and Inyo County Office of Education (ICOE) for CalWORKs Child Care Services for Fiscal Year 2026-2027 Health & Human Services - Social Services | Morningstar Willis-Wagoner

Recommended Action: A) Declare Inyo County Office of Education of Bishop, CA a sole-source provider of Stage 1 CalWORKs Child Care Services; B) Approve the contract between the County of Inyo and Inyo County Office of Education for the provision of Stage 1 CalWORKs Child Care Services in an amount not to exceed $170,000.00 for the period of July 1, 2026 to June 30, 2027, contingent upon the Board's approval of the Fiscal Year 2026-2027 Budget; and C) Authorize the Chairperson to sign, contingent upon all appropriate signatures being obtained.

16) Agreement between First 5 Mono and First 5 Inyo for the Provision of IMPACT (Improve and Maximize Programs so All Children Thrive) Implementation Services Health & Human Services - First 5 | Anna Scott


Recommended Action: Approve the agreement between the County of Inyo and Mono County First 5 for the provision of IMPACT Implementation Services in an amount not to exceed $56,639.01 for the period of July 1, 2026 through June 30, 2027, and authorize the HHS Director to sign.

17) 2026-2028 First 5 California Small Population County Funding Augmentation Grant Award Notification Health & Human Services - First 5 | Anna Scott


Recommended Action: Approve the agreement between the County of Inyo and First 5 California of Sacramento, CA for the provision of Small Population County Funding Augmentation services in an amount not to exceed $543,189 for the period of July 1, 2026 through June 30, 2028, contingent upon the Board's approval of future budgets, and authorize the HHS Director to sign.


18) California Department of Public Health Pathways Intern Memorandum of Understanding Health & Human Services - Health/Prevention | Anna Scott


Recommended Action: Approve the request to select and onboard a Pathways Intern through the California Department of Public Health (CDPH) Pathways Program and authorize the Health and Human Services Director to execute all necessary documents with CDPH to facilitate the internship placement, including any required agreements, onboarding forms, and program compliance documents.


19) Contract between Inyo County and Crestwood Behavioral Health, Inc. for Residential Treatment Services Health & Human Services - Behavioral Health | Anna Scott

Recommended Action: A) Declare Crestwood Behavioral Health, Inc. of Sacramento, CA, a sole-source provider of residential treatment services; B) Approve the agreement between the County of Inyo and Crestwood Behavioral Health, Inc. of Sacramento, CA for the provision of residential treatment services in an amount not to exceed $183,000 for the period of July 1, 2026 through June 30, 2027, contingent upon the Board's approval of the Fiscal Year 2026-2027 Budget; and C) Authorize the Chairperson to sign the agreement and the Business Associate Agreement.

20) Amendment No. 2 to Contract between the County and Vista Pacifica, Inc. for the Provision of Hospital Inpatient Psychiatric Services Health & Human Services - Behavioral Health | Anna Scott


Recommended Action: A) Declare Vista Pacifica Enterprises Inc. of Jurupa Valley, CA a sole-source provider of inpatient psychiatric and other professional medical services; and B) Approve Amendment No. 2 to the contract between the County of Inyo and Vista Pacifica Enterprises Inc. of Jurupa Valley, CA, for the provision of hospital inpatient psychiatric services, increasing the contract by $50,000 to a new total not-to-exceed-amount of $168,625, and authorize the Chairperson to sign.

Recommended Action: Approve fee waiver for the reservation of Lone Pine Park for the Lone Pine Fire Department on July 19, 2026.


22) Recommendation for Award of the Contract for Landfill Groundwater Monitoring & Sampling Services to TEAM Environmental, Inc. Public Works - Recycling & Waste Management | Richard Shore


Recommended Action: Approve the contract between the County of Inyo and TEAM Environmental, Inc. of Bishop, CA for the provision of Groundwater Monitoring & Sampling Services for the Inyo County Landfills for the period of July 1, 2026, through June 30, 2031, for an amount not to exceed $548,680.00, contingent upon the Board's approval of future budgets, and authorize the Chairperson to sign.


23) Recommendation for Award of the Contract for Landfill Engineering and Environmental Consulting Services to Geo-Logic Associates Public Works - Recycling & Waste Management | Richard Shore


Recommended Action: Approve the contract between the County of Inyo and Geo-Logic Associates of Grass Valley, CA for the provision of Landfill Engineering and Environmental Consulting Services for the Inyo County Landfills for the period of July 1, 2026 through June 30, 2031, for an amount not to exceed $961,366.00, contingent upon the Board's approval of future budgets and authorize the Chairperson to sign.


24) Contract between Inyo County and GHC of Upland SNF, LLC dba Heritage Park Nursing Center, for Hospital Inpatient Psychiatric Services Health & Human Services - Behavioral Health | Anna Scott


Recommended Action: A) Declare GHC of Upland SNF, LLC DBA Heritage Park Nursing Center, LLC dba Heritage Park Nursing Center of Upland, CA a sole-source provider of inpatient psychiatric services; B) Approve the contract between the County of Inyo and GHC of Upland SNF, LLC DBA Heritage Park Nursing Center of Upland, CA for the provision of hospital inpatient psychiatric services in an amount not to exceed $150,000 for the period of July 1, 2026 through June 30, 2027, contingent upon the Board’s approval of the Fiscal Year 2026-2027 Budget; and C) Authorize the Health and Human Services Director to sign the agreement and the Business Associate Agreement.

Recommended Action: Amend the Fiscal Year (2025-2026) Owens Valley Mosquito Abatement Program Budget (Budget 154101) as follows: increase appropriation for Salaried Employees (Object Code 5001) by $19,000, increase appropriation for Unemployment (Object Code 5154) by $9,000 (4/5ths vote required).


27) Budget Amendment for Out of County Juvenile Hall Budget Probation | Jeffrey Thomson 3 minutes


Recommended Action: Amend the Fiscal Year 2025-2026 Out of County Juvenile Hall Budget (023101) as follows: Increase estimated expenditures in Object Category Professional Services (5265) and decrease the Juvenile Institutions Budget (023100) Object Category Salary (5001) by $13,746 (4/5ths vote required).


28) Approval of Budget Amendments for Sheriff’s Office Sheriff | Stephanie Rennie 3 minutes


Recommended Action: Amend the Fiscal Year (2025-2026) Sheriff Budget (Budget 022700) as follows: increase estimated revenue in Operating Transfers In (4998) by ($130,000) and increase appropriation in Object Category Salary (5000) by $30,000 and Object Category Services and Supplies (5100) by $100,000 as needed; and increase appropriation in COPS Fund 500103 in Operating Transfers Out (5801) by ($130,000) (4/5ths vote required).

Recommended Action: Conduct a public hearing with respect to Appeal No. 2026-02 (Hosted Short-term Rental/Foroudi) and deny the appeal effectively upholding the Planning Commission's revocation of HSTR 2024-03/Foroudi.
